COBURG - When the city of Coburg last spring decided to build a $25 million sewage treatment system, few were anticipating the calamitous local and national economic meltdown.

For years, Lane County had experienced continued economic growth, and it seemed reasonable for Coburg to assume the growth would continue. So why not bank on that growth - specifically, a special fee to be paid by developers in the city - to fund much of the new sewage system?

But now, with the local economy in a nosedive, it's unclear whether the city's financing plans for the treatment system are realistic. Will enough real estate development occur in Coburg to pay for the work?

"Yes, this is (a problem) - the economy is dropping," project manager Craig Gibons said. "On the other hand, there is all this (federal) stimulus money that we can use to kind of stay in balance."

Given the real estate slowdown, the city says it is applying for additional federal and state stimulus grants to fill the expected funding...
