Over the past 20 years, we have seen renewed interest in discerning the role of institutions and the State in the economic development of backward countries. As much as these research and policy interests touch on fundamental questions about economics, politics, and the technological upgrading of societies, the debate has gained increasing traction in the wake of globalization and, particularly, the mixed results of emerging-market countries to grow and compete in international markets. However, many of the benefits and nuances of such a debate have been obscured by the often intractable empirical and theoretical conflicts over whether market liberalization or state intervention lead a country to the promised land of high-technology virtuosity.
