I am concerned about establishing any single body that could effectively create a monopoly in certifying people to carry out risk assessments. This tends to be restrictive and limited in its scope. As a fire alarm designer, I effectively carry out a fire risk assessment each time I survey a building for an alarm. Every building is different and any risk assessor must take this into consideration. There must be no compulsion to certify assessors with a single body unless this assessment is free of charge.
