The good news is that in the Doha W2 Ministerial the governments got together and came up with a decision about access to medicines that recognized that there were flexibilities in the TRIPS agreement and in situations like this, they really ought to be used.
REP. MARKEY: Okay. So in the negotiations on international climate agreements, intellectual property is one of the four main pillars of the negotiation. Why is it important for the United States to be a leader in resolving these issues -- MS. HAVERKAMP: I would slightly amend your description of intellectual property as one of the four main pillars. One of the four main pillars is the transfer of technology.
