Any solution for borrowers who owe more than their homes are worth must let them share in future price appreciation, says a New York lender that specializes in Federal Housing Administration refinancings.

Nick Bratsafolis, the chairman and chief executive of Refinance.com in Syosset, says he has been pitching a refi plan to regulators, lawmakers, and lenders that would split any home price gains 30-70 between the borrower and the lender.

His proposal shares certain characteristics with one the Office of Thrift Supervision offered last week. Both would let borrowers refinance...
