Feb. 22--Two public housing residents say the cost to heat their apartments at the Beecher High Rise in Jacksonville has forced them to shut off their heat and quit cooking.

"When you live on that one, little fixed income check every month, it's hard," said 68-year-old Imogene Barnes. "It's hard to pay all your other bills and then pay all of that hike up in (the power bill). It stops you from cooking. It stops you from burning your lights and turning on your heat.

"I don't cook. The only time I turn the heat on is when it's below zero," she added. "At nighttime, I just get in bed and get a big blanket and cover up with it."
