Introduction

The small- and medium-sized enterprise (SME) sector is increasingly recognized as an important component of the economy. The government continues to implement a range of policy initiatives directed toward providing stable macroeconomic conditions, enhancing labor productivity, regional development, removing constraints to trade, and many others. Of particular significance to this study are policies directed toward improving productivity in the SME sector and targeting key areas with a growth innovation framework (GIF):

(1) Strengthening the economic foundations;

(2) Investing in innovation, talent, and global connectedness;

(3) Sectoral policies focusing on the biotechnology, information and communication technology, and creative sectors.

Subsequently, the GIF has been extended to include regional development as a key component of current economic development efforts.
