On Oct. 18, Reagan Washington National Airport will reopen to general aviation--including corporate aircraft and charter flights--for the first time since Sept. 11,2001. Accompanying the change is a long list of strict and potentially confusing new safety requirements. The Department of Homeland Security, in cooperation with the Department of Transportation and the Pentagon, developed the DCA Access Standard Security Program, a set of safety rules and regulations that dwarfs those for any other U.S. airport.
