Would-be sponsors of drug discount cards for senior citizens have submitted applications seeking the endorsement of the Centers for Medicare and Medicaid Services (CMS). If all goes according to the timetable laid out by the Bush administration, those that pass muster will start marketing the programs in April, enrolling individuals in May and delivering benefits in June.

As envisioned by the architects of the Medicare Prescription Drug, Improvement and Modernization Act of 2003, the forces in the private sector unleashed by government-sanctioned discount cards will produce meaningful assistance for seniors struggling with the high cost of medications until a taxpayer-funded benefit goes into effect in 2006.
