Mar. 17--WASHINGTON--The Boeing Co.'s multibillion-dollar contract to direct development of the U.S. Army's Future Combat System came under attack Wednesday as a government auditor and influential senator questioned the project's rising cost, sliding delivery date and the Army's unusual contract arrangement with the Chicago-based aerospace company.

"The program is not mature," said Paul Francis, director of acquisition and sourcing management for the Government Accountability Office. "The technology is not mature. The cost estimate is tentative."

So little is known about the future of the Army program, Francis said, that Congress should be ready to address the question, "What if the cost does double. Would we still do" the system? Costs for the combat system have already grown by $2 billion since the contract was...
