Nov. 3--Oregon voters have turned down a measure to cap jury awards in medical malpractice cases.

As of 9:20 a.m., Measure 35 was failing 49.34 percent to 50.66 percent.

The Oregon Secretary of State's office watched the measure closely during the night. If the margin had been less than one-fifth of one percent by the time all ballots are cast, there would have been an automatic recount.

Voters also decisively rejected proposals to abolish Saif Corp., expand the medical marijuana law and limit logging in state forests.
