Construction on the long-awaited expansion of New York's Jacob K. Javits Convention Center could be underway by the year-end now that the project has won needed approval from the New York state Legislature. In December 2004, the Legislature passed a $1.4 billion bill to extend the facility from 39th street to 42nd street and build an adjacent 1,500-room headquarters hotel.

"We hope to now move forward as quickly as possible, with construction starting in 2005," said Cristyne Nicholas, president and CEO of NYC & Company, the city's convention and visitors bureau. "We'll be able to take bookings for 2008 or 2009."

The legislation will facilitate the state's contribution of $350 million by restructuring existing Javits...
