Customer service is being stepped up in New York City taxicabs, including more passenger leg room, toll discounts and a mandate that began this month prohibiting cab drivers from speaking on their mobile phones--either on handsets or with hands-free headsets.

Riders have complained that drivers seem distracted while on the phone, usually for the entire course of the ride, and that passengers who are trying to discuss business or have conversations feel interrupted. That has led to a new regulation, effective June 1, that drivers cannot use their phones while driving.
