A letter from New York City mayor Michael R. Bloomberg asking bank executives to do more to prevent robberies has prompted the New York Bankers Association to assemble a security task force, which discussed the mayor's concerns in a conference call this week.

The mayor's letter of Feb. 7, sent to top executives at all banks that have branches in the city, said there had been a 14% rise in "seemingly unarmed bank robberies" in New York in 2002. In these "note jobs," a threatening letter is passed to a teller but no weapon is displayed. "Despite the decline in overall crime, including a decreased number of overall robberies (in the city), this disturbing trend has continued into the New Year," the letter said.

The Police Department has targeted bank robbery through a new undercover program, Operation Safe Bank. But the mayor said in his letter that banks are hindering the effort by failing to install state-of-the-art surveillance systems.
